The Act requires that each local workforce investment area establish a One-Stop Delivery System including at least one full-service or comprehensive one-stop career center. The full-service one-stop career center must have universal access, include a host of mandatory human services and employment related programs and a partnership inclusive of each mandatory program that exist in the local community. The LSWDB has established two full-service or comprehensive one-stop career centers. One in Aiken County, located at 1571 Richland Avenue, Aiken 29802-2418, SC (telephone: 803-641-7640); and another in Orangeburg County, located at 1804 Joe Jeffords Highway, Orangeburg, SC 29115 (telephone: 803-534-3336). The Board has also established satellite or affiliate one-stop career centers in Aiken County, at Aiken Technical College, 2276 Jefferson Davis Highway (US1), Graniteville, SC 29829 (telephone: 803-593-9231, Ext 1284); in Bamberg County, at 422 Beech Avenue, Denmark, SC 29042 (telephone: 803-703-1040); in Barnwell County, at 248 Wall Street, Barnwell, SC 29812-1259 (telephone: 803-259-7116); and another in Allendale County, at 3489 Allendale-Fairfax Highway, Fairfax, SC 29827 (telephone: 803-584-3263). Satellite or affiliate centers will offer all available services based on its capacity, considering that some mandated programs simply won't be available in the smaller communities. When unique services are demanded for which the satellite center is unable to deliver, it will draw on resources available at one of the two full-service centers to meet the need of the customer demanding that unique service. Customers are employers, job seekers, and incumbent workers. The MISSION of the one-stop career centers, both comprehensive and affiliate, is to: "establish and continuously improve an accessible, seamless, and customer-focused system for reaching out and helping employers, job seekers, and incumbent workers obtain the workforce development assistance they need and desire." The Workforce Investment Act provides three primary funding streams, one for adults, another for dislocated workers, and another for youth. Funds flowing to the Lower Savannah Workforce Development Board will be used to fund the required One-Stop Delivery System. This includes the various one-stop career centers, providers of intensive services and training services coordination, providers of youth services, individual training accounts (ITA's) or vouchers for eligible adults, dislocated workers, and older youth, as well as, to ensure universal access to core services (employment related services) at the various one-stop centers.
